Some dogs will mimic you, but they don't have the vocal cords to really speak. If you've got a lot of time on your hands and don't mind people thinking you're weird, give it a shot. Just make a noise like "Woo, woo" and see if the dog tries to copy it. If he does, praise him and give him a treat. I've heard a few Chihuahuas that actually sounded like they were saying, "I wuv woo."

Dogs do not have the same vocal apparatus that humans do. You may be able to teach a dog to understand certain words and perhaps to some extent even mimic what it hears as parrots do. However they cannot truly understand what they are saying, only your reaction to their action. Humans often give human qualities to animals and even inanimate objects. We like to think, because we think, they must think the same way. They don't, nor can they. True they do have emotions and they do learn certain basic commands. But their brain capacity is simply not up to ours and they have no real cognitive abstract though capabilities. They know what hurts them, they know when it's time to eat, and they know how they feel about the leader of their pack i.e. you. They don't know what time is, they don't know their going to die, and they don't understand every word you say. Generally they are just wonderful creatures that we live with, become attached too, and can share our inner most feelings with, without fear of being laughed at. Just enjoy your friend and don't try to make it human, what a curse that would be for the poor creature.

I would guess you could train for this the same way you train for anything - catch the behavior you want, then reward the dog instantly and praise him/her like mad. Put a simple command with it so the dog can associate something like *talk* with what you want him/her to do. Key is being ready to reward that second and tons of praise!
