Pits of the lift/elevator in the buildings u mean? not a mandatory i believe never came across, but as the 1st answerer said it is a good idea to check with local authorities such as Civil Defense of Fire Brigade at your part of world

Yes, Fire suppression must be in place. As to wich one or to what degree, you'll have to consult the local codes.
