Yes, but only to keep their eyes lubricated. They can't cry like humans can.

Yes they do. You will see the streaks below their eyes when they are under stress or have something in their eyes. Chi's especially tear when they are under stress. Although dogs don't cry like humans do with tears, I know they feel sadness. Take the case of a dog who's just lost their companion. You will see their distress and sometimes they will even let out a howl that will break your heart. Dogs are very emotional creatures.
