What I am asking is, is it possible to have the airbag light off and still have no airbags in the car.

I do want airbags but I want to make sure the people that I am giving my car to replace airbags actually do it and don't just rig the system so the airbag light goes off wiithout actually having working airbags.

Don't take the bulb out like the yahoo above me mentioned. If you do you'll more than likely get an constant audible warning that the bulb is missing.
