Depends where you live. For the U.S. this website http://www.china-embassy.org/eng/hzqz/t84229.htm will tell you which consulate you need to contact. If you live near one of the cities all you have to do is visit the consulate and fill out the application form and attach a passport sized photo. Just hand in the application with your passport and a few days later you return with the cash and the visa should be yours.
It gets trickier if you live far away from any embassy/consulate. This website gives the instructions http://www.china-embassy.org/eng/hzqz/yisq/t169582.htm it appears that you have to travel to the consulate yourself and then have the passport mailed back to you or you have to have someone you trust hand the paper work in for you.
Another option is to send your passport and application to a tour company which will handle the process for you. An example would be at http://www.traveldocs.com/cn/vr.htm. I feel that this is a waste of money as the visa costs $50 and the company charges another $45 plus shipping fees. It may be worth it though if you have no other option because the cost of traveling/lost time is too high.
Also keep in mind that you must enter China within three months of the visa being issued.

Alright, I am going through the same process right now. It depends on what you are going for. Sounds like you will need a Tourist visa. The only way you can obtain a visa now is to go to a consulate like in DC or NYC I think Texas and Cali have one too.. you have to either go there and get one or use a visa agent.. I suggest using www.zvs.com..

You may either apply in person if you live close to a Chinese Consulate, or apply through your travel agency or a visa service agency.
