Are there aircraft rental agencies? Or buy? Cost?

If it's your own...count on about $50-60/hr This would include fuel, insurance, overhaul reserve, storage (tiedown) and contigency and annual.
A C152 burns about 5-7 gal/hr and av-gas is running about $4 gal. you can save a bit by buying an aircraft that is 'experimental' catagory as you can do your own maintenance and run on auto fuel.
To rent an aircraft such as a C150/152 count on about $75/hr and up.

Most airports have flying clubs or other businesses that rent aircraft. The cost may vary by region. In the San Francisco Bay Area, a 152 goes for around 70 to 80 dollars an hour, but that includes fuel.

They are expensive, ours (Northwestern Michigan College) cost $140,000 new and about $80 an hour to run. Even Used they cost about $30,000-$75,000.

If you just like flying, go with an ultralight aircraft. They are under the EAA, so the regualtions are much easier, and they only cost about $10000-$30000, You can build a really nice ultralight for about $15000 and it only costs about $15 per hour to operate.

Oh, I saw your question about float planes, and you should know that many ultralights take off from floats. almost any could be modified to have them.
