If we're talking all-time then do not rule out
Carlos Monzón held the world middleweight title for 7 years, 14 defenses.
Roberto Durán is generally regarded the greatest lightweight of all-time and one of the top 5 best pound for pound fighters ever. He held world titles at four different weights - lightweight (1972-79), welterweight (1980), junior middleweight (1983-84) and middleweight (1989).
Modern Day:
Floyd Mayweather Jr. is undefeated since making his pro debut on October 11, 1996, with a record of 36-0 (24 KOs). Since July 18, 2005, he has been rated by The Ring magazine as the number-one pound-for-pound boxer in the world. He has won four world boxing championships in four different weight classes, and he is the current IBF welterweight champion. Beside, Hatton can't hold his jock.

AuntB's English lesson: I have not heard of "pound for pound boxing." Is this some exotic new variation?
Or did you mean, "Pound for pound, who is the greatest boxer?"
Or did you mean, "Who's the greatest boxer, pound for pound," which would be about the same thing?

The GREATEST fighter EVER, was, in my book, Rocky Marciano, he fought as a heavyweight even though people said he was to old (25 at the time) too small & too slow to fight as a heavyweight....He went on to a 49-0-0 record with 43 ko's...He never backed down or out of a fight.....would fight ANYONE who challenged him........he refused to lose.......He beat Joe Louis, Archie Moore & Ezzard Charles....In the last fight with Charles, Rocky got a bad cut & before the ring doctor or the referee could stop the fight Rocky ko'd Charles.......The Rock would train twice as long & twice as hard as any other fighter...ONLY HEAVYWEIGHT TO RETIRE UN-DEFEATED

in a recent poll conducted by world boxing media manny pacman was rated best pound for pound among all active boxers today..i agree..but of all time i would have to go with teofilo stevenson,,,the much underappreciated multi olympic gold medal winner in heavyweights from cuba..its a pity he never went professional he was a thing of beauty in terms of power and movement in the ring

Since you're not putting any time frame on this question I'd have to say Ali in his prime.
