Aww. Sounds like you love her a lot. You don't say how old she is. If she is a young woman, say 17-25 years old, she is exploring the world and finding out what she likes or doesn't like about it. Her choices now will help her decide what kind of person she will be in her 30's, 40's and beyond. If she's that young, she will also be motivated by hormones to party and seek out boyfriends. Those hormones can be darned powerful!
Let her know how much you love her and miss her. Maybe buy her a nice greeting card and write in it that you'd like her to do something with you that the two of you really love: be specific - like a walk on the beach or whatever.
Keep yourself ready to love her and have faith that eventually you will both have the time in your lives to get to know each other again.
In the meantime, try to invest in some good friendships of your own - and they don't have to be your own age, either. Sometimes an older person makes a good friend.
I'm sure your sister still loves you.

just say to her one day that u would like to hang out if she got the time and if she a real sister she could most likely find some time in her busy life style

See if you two can set aside one day a week as sister day to spend time together.

Talk to her. Suggest seeing a movie or going out to dinner to chat. Or maybe rent a movie to watch together

tell her u wanna hang with her 1 night... 1 day.. umm do what u girls do.. go to the mall or movies or check out guys...???Dont listen to steven(jerk) and the pple below me... no matter what!? Family comes first before jobs or boyfriends... You'll never want to leave a family member upset and then u die.. life is too short.. tell her somethin!!

If you have a boy/girl friend then pass time with him/her, if don't try making friendship as your sister.
