If you are seriously interested in working for a newspaper, call the photo desk at the newspaper. Tell them you are interested in the field, but that you are NOT currently looking for a job (they will be more at ease). Ask if there is sometime well away from their deadline when you could come in a speak to someone who might have a little time to evaluate your work.
Also, check with some of your local "high end" labs (NOT the drug store lab) to see if there is a photo club in your area. Members are often helpful in critiquing another's work.
Enter a few contests to see how you do.
Try a few galleries as well.

Take a college course in photography. Some communities offer summer courses at the High Schools, and photography is a popular subject.
I am sure you could get a consultation with a professor at a school. You could go to a studio, and bring your best 3 or 4 pics with you. Ask.
Also, you could post them on the web, give access to all, and get critiques that way. But you want honest opinions, and knowledgeable photographers opinions. One on one is best.

There are a lot of smart photographers at this forum. They are all willing to comment and critique your photographs. I am a member, its completely free. I have learned a LOT from these people. They will let you know any little changes you can make to get the best from every photo. There are several established photographers there. Good luck with your venture!

Now that you have mastered the great outdoors, you need to start taking pictures of people and urban scenes. This would be more interesting to a news paper. Go the special events and take pics of local politicians and the people in your community. Even the ones you take for practice could be useful.Good luck.

Contact the photography department at your local community college or university. Ask if there is anyone who could spare 20 minutes to look at 10-20 pieces of your work.
If they say no, try another college. Also look on craigslist in your area to see if there are any photo clubs that gather regularly.
In any case, be prepared to accept criticism of your work. Listen to them; they will give you good direction if your work is not yet up to par.
