Once the baby receives the FS-240 Consular Report of Birth, you can apply for a passport and take him (her) home, or anywhere.

The child will not automatically become a US citizen. With the military in Germany this comes up from time to time. A US citizen will go into labor off base and have their kid in a German hospital. After they come back to the states it is not uncommon for the kid to be drafted into the German army at 18, happens quite a lot actually.
This is a tricky situation, it depends on if the father wants the child to become a US citizen, if he is OK with the kid leaving the country, if the host nation will relenquish citizen rights. The best thing to do is to get a lawyer who specializes in citizen cases to help you. If both parents were US citizens it wouldn't be so hard but with dual citizen parents it could be very problematic.

if you are a US citizent you should have no problem bringing your child here as long as the fahter is ok with it.go to the US consolate in that country and get a US birthcertificat for your child and you will be able to get a US pasport too.you will have to fill out lots of paperwork i think but you should be ok.the father has to be present there to for u to be able to get that.make sure that you get something from the father in writing and notarized that he is ok with you taking the kid to the states.good luck!!the consulates usually have websites to and you can read up on it.

You may have to deal with the laws in that country first. Does the father give you permission ? if that is cleared up go to the American Embassy and or if you live here go to a lawyer who specializes in these affairs.
