I'm going to start doing Homeschooling and my dad is suggesting that I go to the library to study. Or is it better to study at home?

Studying can be done anywhere you and your father feel most comfortable that it will get done. For research the library is the likely place since they have more sources for any topic. The library is also very quiet. But for us, the library doesn't work out. We do most of our work at home in many different rooms. I try to change it up when I feel that my kids are getting restless. Since your Dad suggested the library either try talking to him, giving him reasons, or if you feel this will work for you try the library. Most homeschool parents do try to listen to their children. Please Keep Open Communication With Your Dad.

Most people do their home schooling AT HOME! Thus the name! Is your dad planning on going to the library with you in the event that you might have a question? Are you going to be doing independent home schooling?
What exactly do you mean by "study"? Is this AFTER you've done your regular classes and this is above and beyond that?
Is your house extremely noisy? Do you need complete quiet to do your school work?

Where ever you feel you can get more done. I, for one, do not like studying at the library because I study best when completely alone with no distractions. However, some people study better with background noise and people around.

In the community.

Find successful people who have done it (there are thousands now) and learn what they have done.

Hmmm ... are you a student or a parent about to homeschool?

Best place to "study" in always in Nature.
