I cannot find any reference to Philippine ranking in forest preservation. I did find a link to the Philippine government forestry service, which does not mention their preservation ranking, but does at least appear to have a robust preservation agenda.

you know why the philippines was ranked 3rd? because there are no more virgin forest left inthe country and the government is very eager to convince the public to replant and conserve what was left of what was once very lush and green country.

Becaue two other countries were ranked higher than them. That's why.
