Does anyone have any ideas on ways to control a neurotic, neutered male cat which sprays around the house because it can smell other cats outside (other than drug therapy, which we are currently reliant on)? Letting him out does not help as he still does it when he is inside.

I've heard about using a spray bottle simply filled with water. You supposedly spray your pet each time they commit the undesired. Not sure how'd that work. There is also a product on the market, Sour Apples I believe (not exactly sure), that can be used for dogs or cats. You spray it on the offending areas (plants perhaps) and the odor repells your pet.
