you cant, blinking is both voluntary and involuntary, eventually, your eyes will blink themselves if something should happen to fall onto your eye or if they need moisture

if you never blinked before and that was the way we were created, then of course it would be normal- but now, since we all know one has to blink - it is not normal - Good question

No. Although there are some people who can't blink & need to
apply eye drops to moisturize their eyes.
