today we r going out 4 my brothers b-day how should i do my hair and makeup? I'm 13 fair skin, glasses, thin shoulder length hair >blonde< .??????????

I'm about your age, going on fourteen- help is on the way! lol. Okay, seriously...

It's summer, we're young, you're going to a party. You want to keep it real light and sweet. Pastel colors are totally the way to go. Meaning, especially after reading the description of yourself, I think this makeover would be great:

Eyeshadow- light sky blue on the whole eyelid. Make it noticeable, but not too much (don't want the clown-look here).
Eyeliner (opt.)- a thin, noticeable/short line of black, continuing the exterior eye 'corner'.
Lipstick- any shade of pink as long as it's not too dark- at this age and occasion, it's more appropriate to go light and shimmery. Dark can be for later.
Lip gloss- read the above! )
Blush- a subtle pink or medium red- nothing too dramatic/bold.

For hair, try putting a nice headband, showing off your great face and curling the ends of your hair outward. Or, if you don't want to cut or curl or whatever anything, just do nice braids or a well-done ponytail- high or medium (especially in this heat). Make sure to use a nice scrunchy at the end! It's silly, but it can really change everything- and instantly.

And as for clothes, a nice pastel-colored dress that sort of blends with your fair skin will give the impression of you being a nice, fun and bright girl. Wear something of a nice mix of modest and sexy. And don't only go for impressions; it's best to start being yourself when you're young! If you have to use make-up, make it look natural. Gloss, no bright shades of lipstick. A bit of mascara, not globs and no eyeliner. A bit of blush. Hair should be shiny and styled naturally at that age. No spikes or streaks of outrageous color (time for that in HS and college). Dress fashionably but not loud. Family time is not an occasion for bed hair or a slutty look. In short, dress to please your family because it is a family occasion. This is respectful. This way when you want to dress trendy, you can point out that you dress for the occasion whether is be a family birthday or a school dance, both of which require a different sort of attire.

Keep it simpe. Soft colours make up, put your hair up like it is on your avatar, if you want it a bit more special, curl it a bit with rolleys.
