I was looking at her eyes, when she talked. Is that a sign that she's interested? or she's just being naturally friendly and outgoing?

depends on the girl... when i do that i'm just being friendly.. but when i hang on guys that means i'm flirting....... but like i said.. it depends on the girl

We like to think that, but some people touch friends in a friendly sort of way, without a specific meaning, like in Seinfeld when Elaine sort of says something and pushes the person.

Not necessarily. some women (men also) are just that way. As for as flirting goes, if you suspect someone is flirting with you, flirt back. Be subtle at first. The more responses you get, the more it becomes clear.
