There's no difference because they're not two different organizations. The United States Navy is a branch of the Department of Defense designed to defend and engage ocean battles, and loosely take part in air missions to. Now the U.S. Navy Seals is a Special Force of the Navy (I'll explain all SF's below) The SEALS are said to be the best trained Special Op in the world, and their missions are specially unconventional or covert missions in the sea, air, or land hence where they got their name SEAL (sea, air, land). Now I will state the special ops of the other branches of the DoD (department of defense)

Army - Special Forces, Green Berets, Rangers, 1st Special Forces Operational Detatchment Delta (1st SFOD-D) ...Delta is a highly secret counter-terrorism force, and is unrecognized by the government, so not much information is released about that.

Navy - Seals, already been explained

Marines - Marine Force Recon

Air Force - Air Force Special Tactics

The Navy has several branches which includes Navy air (both land based and carrier based aircrafts) Surface (all ships above the water) Submarines (all ships underwater), and finally Naval Special forces (in the US they are called Navy Seals) they are not ground troops, they serve the purpose of attacking targets that will help Naval operations (communication sites, docks, ships in ports or at anchor ...) they can be delivered to the closest point to their target by submarines (and then diving and swimming) or by air (air drops, parachutes) or undercover (but in that case they will be treated as spies and not combatants according to the Geneva convention - if they are captured).

The Seals are an elite "Special Force" within the US NAVY.

You have to be chosen to compete with other sailors to become a Seal. It is very intense and physically demanding competition.
