It depends on how long you've known her. If you just met her, you'll sound like a stalker. Don't tell her you love her until she tells you first. Women are emotional. They say they love you when they feel it. They have nothing to lose. A pretty woman can find a new guy in a flash, but a handsome man finds it much more work to find a new pretty woman. A man has something to lose. If he commits early, she might think he just wants to get her in the sack and is giving her a line. Wait for the woman. What's the rush?

Hmmm... Well, I would if I were you. Now if she has no Idea who you are then I might ease it back a bit to a "Would you like to go out" kinda deal. But if you were long time friends, then I say go for it. At worst you'll stay strangers (unless you plan to stalk her) / friends.
