Well I don't know about making plans but the average room addition to a house is any where from $$40,000+. So it's pretty expensive just to have it done.

You should be able to go to just about any major hardware store and have this done free of charge. They offer these plans for free in hopes of you purchasing your material from their store. This would be an addition and there should be no reason to have to pay for professional plans.
