It means that God who exists outside of the fourth dimension of time that He created along with the other three dimensions knew everything that was going to happen in his creation before He made it.
Revelation 13:8 and all who dwell on earth will worship it, everyone whose name has not been written before the foundation of the world in the book of life of the Lamb that was slain.
Romans 8:29 For those whom he foreknew he also predestined to be conformed to the image of his Son, in order that he might be the firstborn among many brothers.

I found three, and I can't say that I read these all the time:

I think that it's pretty clear that it was a descision made before whatever had to be put down ( some think that it might be gravitational forces ) before the Earth was set in it's place.
What a mighty thing it must have been to behold! And to have all the movement and placement and all the complexities set just right so that all could be supported, including life itself! And to have the vision; the ability to see all the history before it happened. Amazing!

EPHESIANS 1:4

So before the foundation of the world, which means before God created the heavens and the earth.Because the heaven and the earth is the foundation that the world is based on, God had already chosen and predestined us what he wanted us to be which is HOLY. Not catholic, baptist, pentecostal, muslim, jehovah witness,atheist, buddahs, appostolic,presbyterian, non-denominational, evangelical, christianity. None of these man made made religions. Jesus was the exact representation of what the Father is, HOLY. Listen in

God is one, and if God is one, then there can only be one God, one religion, one faith, one belief, one truth, one baptizm, and in order to become one with god. We must all understand and obey the word of God in truth. I pray for you. Amen
