Seoul is a major international city with many banks and atms. You can use them at many places.
Itaewon is an area of Seoul with many foriegners. They also have atms in English there.

You shouldn't have any problems doing so. You should ask the bank to confirm that it will work over there, better to be safe than sorry. More than likely you will have the regular fee for withdrawing money from another ATM machine and also an additonal fee for being international. It ranges, but is usually around $3 per transaction.
Just be sure to notify your bank that you will be out of country and that you know your pin code. The bank may not let you withdraw, thinking it is fraud, if there is a transaction out of country and they were not notified about it.

As long as you have a 'Maestro' or 'Cirrus' symbol on your ATM card, and then you need to withdraw it from a machine that has that symbol also. ATM machines in subway stations have these symbols, and inside the bank (or in a building next to it) there are usually a couple of machines in the line that will also be compatible with your card.
It's cheaper to get money through that account than it is for someone to wire money to you through a Korean bank account (if making international transactions).

Seoul is the best place to see if your ATM card will work... you kind of really have to check the machines if it will. Look for the "foreign card" button.
Also the charges are usually more than $3... it was $6 will my bank.

If ur account or card is international. There are regular ATM accounts. And if it is an international debit-ATM account there will be an additional charge.

sure, but your bank may charge you for it, usually between $1-$3 depending on what bank you use. plus the banks in south korea may charge you.
