I want to sell my old desktop and the Windows XP OEM disc I bought with it. If I reformat my computer, can whoever buys it, reinstall it (the OEM) and re-register it under their name?

Yes.

However, you cannot legally use the same Windows XP installation CD (nor a copy of the original) to install Windows XP onto another computer that you might plan to use yourself.

If you intend to keep the Windows XP installation CD (or a copy of the original) and install Windows XP onto another computer than the one upon which you have registered that copy with Microsoft, then you cannot legally install Windows XP from that installation CD onto the computer you're selling; you'd need to sell it with a barren hard drive.

if you reformat your xp is gone but you may have trouble selling system without os,just download a copy of windows 98/nt/xp from the heaps of places you can on the net,and burn that to a disk then when you have reformated just install the dodgy version of windows
