If you drink something like PG Tips you can use the bags for 2 cups. Just don't leave it in for more than 3-5 min the first time ~ or better yet, get a teapot that holds 2 cups of water. You can definitely get 2 or 3 cups if you're using the small china tea cups instead of a larger mug.

Basic teabags are very low quality tea (fannings, the stuff left over after making good stuff) and have very little potency. Try a loose/whole leaf tea, they taste much better and last for multiple cups usually.
If you don't want to spring for a brewing setup you can try pyramid bags, like the ones throught the link

If you don't brew your tea for a long time and prefer somewhat weak tea you can use the bag up to 3 times, but if its sitting in the water for longer than, say 5 minutes, your probably going to lose a lot of flavor after its used again.

I can get 2 cups of tea from one teabag. Just don't leave it in for more than 3 minutes, and don't let it dry out.

tip:
if ur using a teabag, make the tea in the sup, then put the teabag in another cup, and just put in enough water to cover it. when u want another cup, just fill the cup with the teabag up with hot water and voila!!
or, use tealeaves in the pot instead

Yes, the hot water sucks the tannins right out of the leaves so they aren't very potent after it's been steeped for a few minutes. Green tea can be used maybe twice, but black tea never can unless you like your second cup reallllllllllly weak!!

If you bought the large tea... it answers your question. It's so they can make more money more ways from you. They are selling you the convenience and not the actual water. You wouldn't ask for a medium tea than as for an extra free water and a large cup and then mix them together.

When you brew tea, you're releasing the four main ingredients of tea. Catechins (The compound which has antioxidant properties. processing from green to 'black' tea removes muhc of this), Caffine, Theophylline (a stimulant, related to caffine, there's not much fo this), and Theobromine (another stimulant related to caffine. Again, there's not much present)
The tea you find in tea bags is always the lowest quality of processed tea, Graded by size, you have dust, fannings, Broken orange pekoe, Orange Pekoe (Yup. "Orange pekoe" has nothing to do with flavor or aroma. It's size) less expensive tea bags will contain dust (realy small tea granules, not sweepings from the top of your celing fan) to stretch out the fannings. Fannings are the ideal size for tea bags because it has a large surface area.
On top of that, stored in cardboard boxes, tea bags tend to go stale and lose their potency. So you can only brew them once. But if you go to a specialty tea store, and buy some really good fresh tea (the larger the better for loose leaf tea.) you can usually get two brews out of them.
The local tea store I use has an excellant tea made from Sri Lankan black tea, dried apricot and dried peaches. It makes amazing iced tea, and as long as I work quickly, I can usually get two brews out of it.

It was probably only 1-cup teabag, check the package, some teabags are 1-cup, some are 2-cup.

Tea bags contain the right amount of tea for about 1 cup. You can reuse them, but as you discovered, it will be weaker.
