I would hint to others that this is a daughter I would not trust other teenagers with. Details are not really necessary, just put the thought in their head to not leave them alone together.
Also, any sexual relationship with a minor that she is having is against the law. The parent of the minor can press charges. If she is convicted, she has to register as a Sex Offender anywhere she goes.
I would hope that your Mother would do something with the daughter, (a long sit down talk to start) instead of the church.

That's a hard question....but right is right! Ask your mother how she would feel if you were the minor that was being seduced? Would she want to be warned about someone else's daughter? I know that it would be hard to tell on your own daughter but she needs to warn the parents. She doesn't need to tell who your sister had a relationship with but she does need to warn them. If it comes out later and your sister gets in trouble then she will only get what she deserves. Your mother should tell your sister before she does this. (Only if the minors are 16 and up) If they are younger than that, then your mother needs to tell their parents right away!

if your sister was a man who hit on minor females, would you feel a need to warn others? I hope your answer is yes. There is no difference. her lesbianism is not the problem, it is that she seeks relationships with minors - which is a crime.
I think your mom should tell your sister that she is going to do that. In fact, why hasn't your mom reported your sister to the police yet?

Yes, that is defined as pedophelia. Regardless of the gender or sexual orientation of the adult, it is NEVER okay to engage in romantic or sexual relationships with a minor. It is illegal and she needs to seek professional help.
