If you are using equations in a cell, the dollar sign ($) allows you to set a column or row value in the equation as static.

Example

Let's say you have an equation such as:

= A1 + B1 + C1

If you copy that equation then paste it into the cell below, typically the rows designators increment.

So after pasting you would end up with an equation like:

= A2 + B2 + C2

By adding a "$", it keeps that designator fixed, no matter where you paste the equation.

So if you start with the following equation:

= A$1 + B1 + C1

then copied it and pasted the equation one cell below, you would end up with the following in that cell:

=A$1 + B2 + C2

Notice the B & C rows incremented, but the A row did not.

You can use this for columns as well.

Its to keep the cell from moving. For example, if you are in B5, change it to B$5 and when you drag it the values won't change. Something like that.

In a formula it means absolute position. It means taking a number or formula from a particular cell, regardless of where you move the formula.

For example, if your formula says =B11+B12, then you copy and paste that formula one cell down, it will be b12+b13. But if you use $B12 + $B13, and then copy the formula one cell down, it will still be B12+B13.
