P.E.L.L GRANT.YOU DO NOT HAVE TO PAY IT BACK,LOCAL LIBRARY.
I am a tax payer, i've worked for years and so is my boy friend, so you can say we paid for my education, ourselves.(if that is the case).
you can always look it up on the net to see who exactly pays for it.I can tell you alot of people use this grant.
