Are you saying you're from another country and you want to know how you can make friends with Americans? Are you in the USA? If you are in the USA, join groups you are interested in and get involved. Taking classes, even community education classes, are places to meet people. Volunteering is a great way to meet people.
It would help to know your age range and what your intentions are. Are you looking for someone to help you move to the USA? Are you trying to improve your English? It's always easier to meet people on line if you are straightforward with your objective.

The best way to make friends with other people is to introduce yourself to them. Ask them what their interests are, see i fyou have some common ground that will strike up a more in depth conversation. Most importantly, be yourself!!

If you need a translator then go get one, there's neat little electronic translators (I like them, don't like the books and I'm too poor to hire someone as a translator LOL)
