Sound like a tough situation. I wish you luck. Here are some suggestions.
If the agency has an internal affairs department, and most do, then that is who you call. Calling the department directly only causes you to look foolish and for him to be tipped off.
You will also need proof of some kind. Start carrying a micro cassette or digital voice recorder in your pocket or purse when he may be near you. Record all conversations with anyone involved in this. Phone conversations too. Save emails and letters. Get your daughter to step up to the plate and file reports with a jurisdiction NEAR that one but not that one. If he is a State Officer you can also write to the governor of that state.
Have your daughter call or go online to the national domestic violence hotline and they can also help her figure some of this out confidentially. Stay calm and honest through out this process or you will simply appear to be over zealous and hateful.
Sorry to say that but that is how it is. Do not tell ANYONE that doesn't need to know.. anything. Don't discuss it with people that don't need to know because you never know who will tell him and if your daughter's life is in jeopardy you will make it worse.

Just be careful.. because just like all humans.. officers that you talk to along the way.. make dumb mistakes too.

Take your daughter to the meanest, dirtiest, cut throat atty. you can find. Hire a private detective to follow the crumb everywhere. Have her file for divorce with a restraining order against him. Keep her at your house. Do not let him in. He will in all probability break your door down. Guess what you could do then?
If my daughter, was considering anything to do with a member of law enforcement, I would make things so miserable for him that he would think he had died and gone to hell. Cops are cops because they are controllers. That is as long as they think they can get away with it. Call their bluff and they will run for the boarder. To me it would be a step up for her to marry a drug dealing Pimp.

Go above the heads of the local police department, right to your state's Chief Of Police. And, if what you say is true, threats of kidnapping and actual kidnapping fall into the jurisdiction of the FBI. Your son-in-law's father can't bribe the FBI.
Both will have telephone listings. Call them.

Or you can walk up to him and tell him he is an *** hole, then have your daughter divorce him, get a restraining order, and then tell him he is an *** hole again! The FBI or Cheif of Police is a good way to get over his head without him bribing anyone.

Contact your State Attorney Generals Office. Also, if you feel your Civil Rights have in any way be violated, then the F.B.I. has authority to investigate local law enforcement offices and officers.

Keep going over his head. If he is this way he does already have complaints against him I will bet. IF you have to go to another adjoining state and ask for help from someone who is not part of his troop. what state do you live in?

Or you can try to place tape recorders somewhere in room.

1st dont go to his dept for help go to the state and you will need to have somekind or evidence to prove any type of complaint
