Depends where you live. For example in California you have the SCGA and NCGA one for north the other south. Your membership includes handicap, flyers and discounts on some golf courses.

Usually you cannot do this online, because USGA requires that you be affiliated with a local club. Most public courses offer a "mens club" for ~$50 or so (varies widely) which includes the ability to maintain a USGA handicap.

One exception is The Golf Channel's "members club" which is a "virtual" club that meets the USGA regs and allows online membership.

Once you have a USGA GHIN (golf handicap index number) at any club, you can post your scores online at ghin.com
