Is there an AR (Army Regulation) that states that you must qualify with a weapon before you can carry it? If not a regualtion then is there an FM (Field Manual)? Can you tell me which one?

As far as I know there is no reg or fm out there that stops you from carring a wpn unless you are a Chaplian. Other then that you can carry a wpn even if you are not qualified on it.

The short answer to your question is "no" you don't have to "qualify" with a weapon before you simply carry it. You must, however, undergo the proper training on a weapon before you are allowed to fire live ammunition through it ("live-fire").

for the military,,, yes,,, depending on your job,,, some in the military (Army) are not allowed to carry weapons,,,,,,,,,no FM here though,,,
