I just started participating in my city's recycling program. The pamphlet they gave me says I can recycle "any recycleable plastic containers that did not originally contain motor oil, anit-freeze or any other hazardous materials." They don't take plastic grocery store bags though. The website for the recycling center says that they accept #1, #2, #3, #4, #5, and #7 plastics.
So, are zip lock baggies recyclable?

Yes, but you should ask them first just in case.

Some plastic bags have already been recycled, so they are not recyclable, but baggies plastic is recyclable so put them in.

You have to ask the relevant authorities in your city. Requirements differ from place to place, program to program.
