Yes. There is nothing in Catholic Doctrine that mandates a Catholic absolutely has to go out with other Catholics only.

I assume you mean a girl as opposed to a woman.
Yes, though I would suggest that it should be discouraged if the Catholic is not well educated in the Faith and the other person is well educated in their religion. Also, I would suggest that a Catholic girl better have a really good understanding of what marriage is before she is "dating".
