Of course it is okay to drink water or other fluids during meal times. Sometimes drinking helps to keep you from over eating and helps you lose weight if you want to.

yes. it is extremely important to hydrate your body. most people dont get enough at all, you should have at least 8 glasses a day. An easy way to check if your hydrated enough is to look at your pee. It should be the colour of one squeezed lemon in the toilet. Very very light. If its darker then your not getting enough water!

Are you trying to replace food with fluids?

That maynot be a good idea, but if you are taking fluids with food that's great (and the right thing to do :-P).

For some people, it makes them more full. So they don't get to finish the meal. Usually though, this is advice they give to pregnant women and/or people with digestive problems.

it's really good. If you take a drink of water after every bite of food it will make you full faster and it aids in digestion.
