It is possible still to convert an L tourist visa to a working Z visa while in China...but it is getting harder and harder each day.

Many provinces now require that arrangements for Z visas be done from outside the country...or in Hong Kong.

Your best bet is to head to a poor province and sell your soul to a disreputable english school to get a contract and they will secure the paperwork for you. Only problem is the visa is only good for that school...not great if you fancy the big lights of Shanghai and have to spend a year working in dim Hellsha

This won't work in places like Shanghai or Beijing or any of the Richer Provinces. Try Inner Mongolia or maybe even Heiliojong in the winter.
