Where in the world are you? In West Virginia the age is already 21 to be able to purchase alcohol.

As far as I know 21 is the legal drinking age for the entire u.s.a.

Absolutely yes ! You can join the service and be sent to a war zone at 18 , but you can't drink beer ? DOH !!!
OR......raise the age of enlistees to 21.
