Try adding standing calf raises to your workout with weight added to your shoulders, stand on a low edge of something so that only the front half of your foot is planted on the ledge. Keep your body/hips even and allow your heels to sink below the level of the ledge than raise up so you are standing on your tip toes. Good luck.

Just lift some weights. Go to the gym and use the leg press, and try the calf lift machine. Squats also work well. Any exercise to build a lot of bulk muscle will require weights.

Matters how old you are. If you're a teenager, trust me, you'll fill out as you grow into your late teens and early 20s. Then you'll be complaining and asking people how to lose weight in your fat, elephant legs. :)
If you're an older woman, try eating high fiber foods like oatmeal and bran. Drink a lot of water and juice and lift weights.

If you are into taking a pill, take Hydroxycut and work out. It helps build serious muscle. If not, then I would say just to do squats, leg lifts/presses, anything that helps with your legs

I have the same problem. It's a lot of work. Squats. Leg presses. Running uphill. When you do you your sets, try to do them until failure if you really want to bulk up.
