Patience and persistence is key. But here are a few thoughts:
start your own little "I'm gonna get this guy" campaign, by dropping both subtle, and not so subtle hints his way. Talk with him to let him know how you feel (again more hints). Talk with some of his pals to get them on your side, the peer pressure that they'll put on him will ( or should ) be enough for him to say something. ( this will be his way of making a move, so grab it )
Now the ball is in your court, to pursue him without feeling guilty about not making the first move.
That's what my gf had to do to get me. ( another shy guy )

I'm a shy guy and my best friend who liked me kissed me on the cheek and I never really thought anything of it. Later on she told me she had a crush on me and was trying to date me for years. Shy guys, if they're like me will tend to pick the worst case scenario. If I was him and you were my friend, the best way to be sure there's nothing lost in translation is to just be honest wtih him how you feel and ask him out on a date. If he's really your friend, even if he says no he wouldn't let that ruin your friendship. I'm still best friends with the girl who kissed me:) If he does say yes, remember to take things very very slow and be patient.

phst, if he wants u and u want him, ask him out. y is him being shy an issue? He likes you! You don't have to worry about him saying no. And if he does, and that bothers you, then you two just aren't right for each other. Look at this sea, and look at all the fish! There are others too!

If your making the move, go slow and make it beyond clear what you want but not so blatant that you scare him. Dont assume that he can read the signs or between the lines. And if he's shy then he isnt very likely to make any moves out of fear of rejection and failure.

As a self-proclaimed 'shy guy' I can tell you that if you let him know, he'll follow...but how do you let him know? just go out with him, maybe a movie or whatever, and when you guys are alone, just go for it, give him a kiss, if he likes you, trust me, it won't be strange, then just tell him that you like him.
btw. this worked on me, and it went great!
