Make sure you are cleaning that spot that he always pees on so that the smell of his pee is completley gone. If he smells it over and over again then he thinks its okay to go there.

Take him out every hour. If he has an accident in that hour then take him out every 45 min. If he has an accident in the 45 min then 30 min. ect. When you take him out give him 5-7 minutes. RIGHT when he starts to go pee or poop then say "go potty" or whatever you want to say and then immidetly after say good boy. If he does not go in the 5-7 minutes while you take him out there then bring him right back in. He will then learn that he needs to go when he is out side and it will also give him control in the house. If he doesnt go then he has to hold it until its the next time you take him out.

Scold, it when it goes inside the house. Take it outside 3-4 times a day and when it does it outside praise it.

There is a product you can buy (I'm not sure what it's called) that you spray outside on a tree or fence. To the dog, it smells like urine, so he naturally tries to mask it with his own.
If you don't like that idea, try taking him outside every our and just wait. Whenever he DOES pee outside, you need to give him lots of love and praise to let him know that what he did was good.

I agree with the hourly outside potty break and praise. Good luck!! I have a pug and she is a great learner, She potties outside great. ...Then there is my pyreneese.... Same age, but seemingly not trainable. We take her out every hour, and praise her if and when she potties outside, but it seems she would rather wait to get inside and pottie in my office on my wood floors!! I know how you feel.

The place where he goes now smells like his tiolet- you need enzymatic cleaner so he can't smell it anymore. Try training him to a litterbox in the same place and gradually move it to where you want him to do it.
