An upside down Cross symbolizes mockery and rejection of Jesus. Necklaces are worn by many Satanists.
However Peter was crucified upside down. The legend says he asked for this because he did not feel worthy to die as Jesus did. The inverted cross is therefore also a sign of St Peter the first Pope.
Popes have used the inverted cross as part of their symbol for longer that the Satanists have. Unfortunately many people use this to accuse Popes of being Satanists.

There is a pretty strong belief that when any religious symbol is turned upside down or reversed in some way that it indicates an opposite of what the religion stands for.
This has been used by those attempting to rebel against society for a very long time and in truth really means very little.
Regretfully the belief that it means something is reinforced by those in the specific religions because they typically make a big deal out of it.
For those who really know, there are symbols that have true meaning in regards to anti-religions and a rare few hold the beliefs necessary and the knowledge required to actually wear them.

The upside-down cross is a symbol of Saint Peter, the first pope, who requested to be crucified upside-down because he thought he was unworthy to die in the same way in which Jesus died. Often it is intended to be an insult to Christianity, and I don't know how this came about, but I only think of the martyrdom of St. Peter. I could see how non-Catholic Christians would perceive this as insulting, as they largely seem to be unfamiliar with this fact, and many others concerning the Early Church (it's that whole tradition thing that gets them).

St. Peter (the apostle and first pope) was crucified upside down, and I have seen the symbol used in churches in that context. The band probably doesn't know that and is just trying to be sensational.

the upside-down cross has two meanings to all Christians. it can be the satanic cross but it can also be the Cross of Peter. Peter requested to be crucified upside-down because he wasn't worthy to die the same as Jesus.

What about if it's on it's side ...what does that signify? an agnostic or perhaps more likely someone who can't decide between Satan and Jesus?
Or what about if it's turned to face the wall what would that signify?
What about my Auntie who has an old musical jewellery box and instead of a ballerina that pops up and turns round & round it's got a cross that does same....is she a Satanist?
