Do you have windows installed currently? If so, then you can bypass loading it by pressing F8 when your computer boots up, after the BIOS settings appear.
In dos, then just do what others suggested by formatting from the dos prompt "c:"
I think the command is something easy like "format c:" and press enter

You want to look for a hardware eraser. WipeDrive is my favorite as it does DOD standards. Most of them are simple to put on a floppy and run from there.
