The seller is trying to sell the car, not become a finance company. You should check with your bank or credit union about a car loan.
In very rare cases a seller may agree to a payment plan, but usually it is a very bad idea for a seller to do so, the risk is too high!!

Ask the seller! There is no rules, it's all up to the deal you and the seller work out. If you want to make payments, you'll have to go through a bank.

most of the time yes, unless they have a lawyer create a binding agreement between the both of you....so you don't scam them..there is another option...you can find someone to buy the car for you obviously it will be in their name, but they buy it for you and you drive it all the time...then if you get mad at them stop paying them and if you are lucky...you will end up on one of those judge tv shows....I always wonder why people are so stupid to even do that

Yes, unless they are willing to finance. If not you can take out a loan to pay them, then pay off the loan.

it depends on the seller.some will make you pay it all at once and some will let you make payments on it.this is assuming that you are not using ebay but something like cars.com or yahoo autos.

You could go to the bank and get a loan!!!!!!!!!!
But if it is not a dealership YES you would have to pay the person up front!!!!!!!!!!!!!!!!!!!!!!!!!!!
