My husband used to be married to a deaf person, he says that if they are profoundly deaf then its because they are pretending they can hear. If they are partially deaf then they may be able to hear it if its really close.

Ask him, once you get a little better aquainted with deaf culture you will find out that most deaf people talk about EVERYTHING to one another...not a lot of private conversations when you are using sign language. I bet he will not mind if you ask...what is the worst thing that could happen?...he won't answer, he is mean to you? Really, just ask him.
There are a lot of people who are simply hard of hearing that use sign language - it's just easier for them. I had a friend that I thought was deaf b/c she only signed and rarely spoke but I found out she was just HH and she found it easier to just be considered "deaf" since it was so much more work to try to hear and communicate like she used to.

Many deaf people have hearing aids or cochlear implants (Google those if you don't know what they are) that enable them to hear just as well as hearing ppl do. I've met a man who went deaf when he was an adult, and got a cochlear implant. He reports that he can hear just as well with the implant as he could before he became deaf.
So assuming a deaf person can hear with his hearing aid/cochlear implant, and can understand people without lipreading (and many can) there's no reason why he shouldn't be able to talk on a phone.
I'm deaf, with a cochlear implant, and I've done it a few times with my dad... when I could figure out how to use the phone. ^_^ When you've used something only like 5 or 6 times in your entire lifetime, you're a bit rusty with it.
To be fair, the electronic signals from the cochlear implant/hearing aid MIGHT mess up some mobile phones so that you get static or something like that.

Almost all deaf people have some hearing. It is more how much each can understand speech which would help you. Maybe he hears coded sounds?
