It is very normal. Just ignore it and she will lose interest. If you pay attention when she is doing it she will keep doing it until it is boring to her.

Can I just ask you t oignore Barbara R answer, I am sure she means well and has maybe had a bad experience of her own. it is totally normal for a baby to touch her private parts do not worry about it. They are stuck in a nappy all day and when the nappy comes off its just something else to explore like they explore everything. I had to ask my mum the same question about my daughter when she did it. Just ignore it and don't comment on it ir make her feel like it is wrong or dirty.

Absolutely normal!Think how aware you are of your body if you don't have knickers on! She's just feeling the wind etc and thinking, "What's that?" She is unlikely to experience a pleasurable sensation other than the type of feeling you get when you stroke your arm or tummy for example. It certainly is not sexual. There is a book called "A Summehillian Education" about Summerhill school. I'm not a fan of Summerhill, but their veiws on touching make sense. Whist the cild is young, try to ignore any touching as drawing attention to it will attach emotions to it. EG, saying "No!" will make her associate that area of her body with fear, attention, anger, etc. Ignoring it will prevent her thinking of it in anyway different to other body parts. When she gets a bit older, Summerhill advocates advise talking about which parts of the body are approriate and inappropriate (note..not good and bad) at a time when she is not touching, to avoid it being an issue. So when she is in the bath, you could say, "Would you show your arm to Aunty SMith?" "Would you show your bottom to Mr So and so?" so that she learns the difference between home and away, and different body parts.
\really sorry this was such a long ramble, but hope it helps some how. As I said, I'm not a Summerhill fan, most of his veiws really wind me up. But his opinions on young children's self exploration are a fasinating (sp?) read.

Yes I think this is quite normal behaviour for such a young child. She's taking the opportunity to investigate her own body while her nappy is off. But If your sister still concerned your sister could try having a word with your health visitor.

Ive been a nanny for years and have seen this a lot. If her nappy comes off she will just be curious about whats there, she wont usually see or feel that area and be more aware of it as the air hits it etc dont worry and ignore her she will stop eventually.

it is normal dont worry take no notice of barbara r ( i think barbara needs sectioning) you asked what you thought was a delicate q and needed reassurance not that rubbish,, all children whatever age if they are still in nappies will be curious of whats there when their nappy comes off

Yes it is very normal. She's exploring and it isn't a bad thing. We are all sexual creatures even before birth and it doesn't stop after that 7 inch trip down the birth canal. Just don't make a fuss and she will stop soon enough on her own.

It's just a phase they go through, my little boy who is just a year has found great fasination with his winky when his nappy is off.
Just like everything else they are just learning about life's little mysteries, including binkies (ladies bits!!) and winkies!!Just let her go through this phase because she'll soon be bored of it,and she'll be too busy potty training soon to worry!!
(As above ignore Barbara R's comment she probably means well but she may have had a bad experience, please and don't worry yourself.)

It's very normal, all kids do it at some point (as in "what happens if I touch this, hm, feels good"). Don't punish her too hard, just make sure she understands as soon as possible that it's not something she should do it in public.

Oh its normal believe me my daughter is 16 months old and we are potty training her when ever she doesn't have a diaper on she touches herself. I thought it was odd but it is how all kids discover their bodies. Don't worry about it, she just wants to know what it is.

It is very normal. She is just exploring her body parts and learning while in the process. I think it helped my daughter when we started potty training b/c since she played with herself down there we started letting her wipe herself while changing the diaper and now she wipes herself after using the potty.
