It is possible but there is cost to that.
Depending on how bad your credit is, you could get an unsecured credit card with high interest rate and an annual fee, or you could get a secured credit card with the same. Secured means you will
have to deposit cash into an savings acct, for instance 1000.00 and you can get a 500 line of credit. The bank is basically protecting themselves. This option usually works for someone who has money and has no credit- so they build their credit this way.
Unfortunately in your case, am thinking if you had the 1000 you probably arent going to give it to the bank, you would go spend it and not need a credit card.
Best advice: Clean up your credit now, contact each company you owe money to, and settle with them, trust me, it will be well well worth it. Living in this country, if you dont have good credit,
you cant do anything.

I don't know. I've never had bad credit. I've had very good credit ever since I paid cash for my house. I'm not rich. I just save up my money until I have enough to buy what I want. I must wait longer, but I probably pay less than half of what other people do because of the interest on their bank loans.

It depends on how bad your credit is.
You might be able to qualify for regular card or a secured card, depending on your credit status.
You can do the card selectors on the Orchard Bank and HSBC websites. Using the card selectors on those sites will not result in a hard inquiry on your reports, unless you actually apply for a card that is recommended. Keep in mind that even if a card is recommended, there is no guarantee that you will qualify for it.
You might think about working on the baddies you have on your credit. Check out the site I've listed. It is a "free" do it yourself credit repair site.

Yes, but unless you are just trying to rebuild your credit, don't get one. I live without one and all of my friends are jealous that I have NO DEBT!! I filed for Bankruptcy 10 years ago. You can get a car loan, thats how I started to rebuild my credit. If you cannot afford it now... Dont buy it!! Trust me, without credit card payments due every month... I have tons of money to save and spend as I please. And I'm not paying interest on anything. Everything I own is paid off!!

yes.... talk to you bank or credit union.... start with a very low limit credit card....
but i would repair you credit first by getting a secured credit card and keep it for a year with no problems... then apply for a regular credit card.
