Tell him to start taking history classes, start having him to speeches, and tell him to get involved with politics. He should start reading the newspaper now, so he can be familiar with current events.

Explain to him that there isn't one ruler of the world. Or if you are of the faith explain to him that GOD is the one and only ruler of the world. Try to use words he can understand to cut down on the confusion.

he's using his imagination...so what...let him think that he can be ruler of the world...as long as he is young there is no harm done...if he's 16 and still wants to be ruler of the world, then theres a problem...

So use this as way to get him to do good in school. You can use it as an encouragement to do well in life. Do worry about his answer he's just a normal kid. In a little while he'll change his mind and want to be something else.

Tell him to follow his dreams and work really hard at whatever he wants to do and he will succeed. Give him confidence that he can do anything he wants in life. You know kids will change their minds a thousand times before they actually decide what they want to be anyways.

I would explain to him the technical aspects of such a goal, such as becoming supreme world dictator, and also explain to him that such a goal would require the oppression of billions of people, and then I would explain some of the specifics that said oppression would entail.
Or, you could smile and nod and wait for it to pass.

Ask him how he's going to go about taking it over. Once he thinks about it a while, he might come up with another, perhaps, more realistic goal. ;)
