Making your own is not that difficult. If I can do it, so can you, hehe. I have a feeling though that you are more looking for smaller pie tins? I have included two links, one for nice reusable tins and the other for disposable foil tins. Walmart does carry the mini tins but I do not shop there for many reasons, mainly that the company is evil, lol, so I would never recommend anyone shopping there.
If you don't want or can't make your own pie pastry, just get the full size frozen shells, thaw them out, remove the pastry, roll it into a ball again, roll it out, and cut out circles that will fit into your mini tins. Just make sure that if the pastry is getting too warm from being worked that you put it in the fridge to chill back up.
I'd give you my recipe for pie pastry, but I don't measure it out. I go by eye with it, but I use a lot of butter, almost a 50/50 butter to flour. I add a small amount of sugar and/or salt, depending on whether it's going to be a sweet or savory pie. And a little cold water, just til the pastry comes together. Then I let it chill in the fridge for a half hour or until I'm reading to roll it out. Some say substituting some of the butter with lard will make a flakier crust, but I've yet to try it.

Try asking them for "tart" shells. you can get them in sizes from 2" up. I use them all the time to make individual size quiches for breakfasts (Mix them with some dill and capers, then shave some smoked salmon on top after they're cooked)

Aluminum pie plates, you can buy them at a restaurant supply house. the come in 7"-12" sizes.

Try looking at all the Wall Marts when ever you go some where and it's not your Home town Wall Mart look there...
