Well, there's not really an easy, immediate path. Probably the easiest is to marry an American . . . but you're still looking at 2-4 years before she can get a green card (permanent resident status), and then another 3-5 years before she can become a citizen.

Other ways:
1.) If she has a family member who is a citizen, they can sponsor her. However, this family member must be at least 18 years old, and must be able to prove that he can support her by filling out an Affidavit of Support. The US government requires that the sponsoring relative be 25% above the poverty level.
2.) Marrying a green card holder. (Slower than marrying a citizen)
3.) Employment: Almost always, she would need an actual job offer from an employer who is both willing and able to sponsor her. The employer should also be prepared to prove that no qualified US citizen or legal resident is able/available to hold that job. I think it's a 6-8 year wait for a green card through employment, and then probably ~5 years for citizenship after that.
4.) It's a long shot, but she could win the green card lottery. And hey, it never hurts to enter! Each year, about 55,000 immigrant visas are available for people who come from countries with low rates of immigration to the US. I believe Russia is one of the qualifying countries, but you can verify that and also get instructions for entering at www.travel.state.gov/visa/immigrants/types/types_1318.html
It's called the Diversity Visa Lottery Program, and I guess they just do it to encourage people to come here from not all the same places (Mexico, China, Philippines).

One more piece of advice: hire a lawyer to help with the process, because if you forget to dot an i or cross a t on an immigration form, it will come back to you! And you will have to refile it, and also pay AGAIN the fee associated with it (probably several hundred dollars). And get a book like "US Citizenship for Dummies" to help guide you and clearly present your options and the potential advantages and problems to each one.

Good luck!
