I use OpenOffice.org, which is a suite of standard office-productivity programs (word-processor, spreadsheet, etc.). The programs include a toolbar button for one-click export to PDF files. They also allow setting the default file format to be compatible with their Microsoft Office equivalents (doc, xls, etc.). The suite has open-source licensing and is free to download & use (not adware or spyware; not a demo or limited version; no nag screens).

A more limited option (unless you pay a subscription fee) is to sign up for a free trial to create up to 5 Adobe PDF files at Adobe Online Services.

Try cutewriter

first put your image on paint brush or any program then print as pdf
