It means "for me" or "to me" according to the context. Like "este regalo es pa mi" (this gift is for me) or "pa mi esta bien" (sounds good to me).
It's short for "para mi".
You can also say "pa ti" = "para ti" (you)

"Pa" is sometimes used short for 'para' which means 'for.' Mi, as you could probably guess, means 'me.' You would use this exclamation as in receiving anything, with added question marks. You could also use it as in you made something for yourself. Someone would ask, "who is this for," and you would say "pa mi."
Generally, 'pa mi' is used more informally. If you were talking to someone important, you would say "para mi" instead.
And yes "Cuantas idiomas hablas?" is correct grammar. It means "How many languages do you speak?"

for me. "pa mi" is the everyday talk. In english sometimes you say "you wanna". Use "pa mi" anytime you are talking informally to mean"for me" but say "para mi" when not being so informal.
for the bottom question: the correct phrase is "cuantos idiomas hablas"

"Pa´ mi" is a slang abbreviation of "para mi" = for me.
Don´t use it until you are totally fluent in Spanish.
The other sentence is "¿CuantOs idiomas hablas?". Though almost all nouns that end in "a" are feminine, this is one of the exceptions and it is masculine.
