My daughter said "ma ma" at 5 months old, but I'm not sure if you count that as speaking. My other daughter said "da da" at about 5 months as well. She could say "more" and "no" (along with plenty of other words) by about 10 months. Everyone can understand her now, and she's 15 months. Sometimes only mom (or dad) can understand them at first.

It's hard to remember as a parent, that kids do NOT follow guidelines. That includes talking, walking, crawling, etc... So the pediatrician can give you a guideline of things to check to make sure the baby is on track, but it's normal for first words to start between 5 and 12 months. Some kids can say complete sentences at 12-15 months, but others (that are still perfectly normal and healthly) can't complete thoughts until around 20-24 months.

Usually sometime around their first birthday. They can mimic sounds earlier but they're just making noises. The first real words are usually around 1 year old.
Girls are more social and tend to speak earlier.
Kids living in a multi-lingual family often speak a little later. They have to sort out the two languages. But once they do they're incredible.

I was told that I said my first sentence when I was 9 months but I'd been saying random words for a while before that. So I'd say anywhere from about 6/7 months onward.

It really depends on what you mean talk? Is it in sentences? Or just words?....my 6mo. old has learned how to say mama at 2months, dada at 4months...other words such as bye, hello, mommy, daddy, baba age 5months. But sentences, I'd say by age 2 years.
